Who's giving out a new personality according to the accurate knowledge to the image of the One who create it?

This is found in God's Word, the Bible at Col 3:10, it has the power to reveal what a person really is on the inside, (the heart condition) and how they feel about what Gal 5;22,23 says. The word of God, the Bible says at Heb 4:12, it tells you that it is sharper than a two-edged sword.
