Rhetorical. Who is the cause of poverty?

subject or cl. It seems this problem has been around soo long but what who do we revolt against to end it. The rich are too easy of a target, but there has to be a middleman pulling the strings. Does anyone really know who it is? or is it a certain group or way of thinking that feeds poverty? Bono your too vague.
