Finishing our basement?

We would love to finish our basement (1400 sq.ft.) but we dont quit know where to start? How much would a job like this cost to have done? how much would it cost to do it ourselves? We are in Wyoming are there permits we need? What is code in our area? Anyone with any advice we would appreciate it.1 bedroom 1 bath a storage room a tv room and an open living room?
