A dogue de bordeaux puppy bought 3mnths ago from a man who said the pedegree would soon follow?

the man whom my friend bought the puppy from says he is having problems getting the pups mothers pedigree because when he got her,the owner didnt want her to breed and put an endorsement on her. he of corse did breed her and is saying he is waiting for this ban to be lifted via the kennel club and as soon as it is he will then p on the pedigree papers to everyone that bought a puppy from him..is this man being truthful? and has my friend any chance of recieving her puppies papers?
