Cell phone/laptop---best deal?

I will soon be moving into/rennovating a building. I have never owned a cell phone or a laptop. I am interested in finding the best deal on a cell phone and a laptop that can "talk" to each other. I mostly use the computer to surf and e-mail and 360, but it would be cool if I had a camera/editing capabilities in a compatable laptop. Soooo, help me?
